Asking for Pre-employment Documents, ICW: Coordinating Minister for the Economy Doesn't Understand Information Disclosure

, Jakarta - Indonesia Corruption Watch or ICW criticized the Coordinating Ministry for the Economy for not being open because it did not provide the documents requested by ICW regarding the pre-employment program. ICW accused the Coordinating Ministry for the Economy of not understanding information disclosure, and suspected that it was stalling for time to hinder citizens' right to obtain public information.

"ICW is currently in an information dispute against the Coordinating Ministry for Economic Affairs of the Republic of Indonesia. This three-time trial started with the absence of documents that ICW requested on May 12, 2020 regarding pre-work program documents," said Almas Sjafrina in a written statement, Thursday, September 17, 2020.

ICW said that until the third trial which was held virtually by the Central Information Commission (KIP) on Wednesday, May 16, 2020, the Coordinating Ministry for Economic Affairs still did not provide the requested documents.

At the previous session, the Coordinating Ministry for the Economy said that the document of the cooperation agreement between the Implementing Management Program and the eight digital platforms was classified or excluded information. At the same time, the document was said not to be controlled by the Coordinating Ministry for the Economy. However, the Coordinating Ministry for the Economy has not conducted a consequence test at KIP so that the exclusion and confidential nature of the document are groundless.

In the third trial, the respondent for information represented by the legal team of the Coordinating Ministry for the Economy also presented the legal team for the Executive Management of the Pre-Employment Card Program. However, the presence of these parties is still considered not answering the information dispute issue that ICW submitted.

"The explanation from the executive management confirms the closure of the public agency and shows that the defendant does not understand and uphold the principle of information disclosure. The validity of the executive management's presence is also questionable because it is not accompanied by a power of attorney from the Coordinating Ministry for the Economy," he said.

The information documents that ICW demands to open are:

1. Minutes and attendance lists discussing the pre-employment program between the executive management and eight digital platforms, namely Tokopedia, Teacher Room, What Do You Want to Learn, Bukalapak, Pintaria, Sekolahmu, Pijar Mahir, and Kemnaker.go.id, mentioned by the Director of Communication for the Pre-Work Card Program Winanteya Ruky's banner was carried out at the end of 2019.
2. Documents regarding the registration mechanism and guidelines for curating training institutions that register as program partners; and
3. Documents regarding the cooperation agreement between the executive management and Tokopedia, Teacher Room, What Do You Want to Learn, Bukalapak, Pintaria, Sekolahmu, Pijar Mahir, and Kemnaker.go.id as a digital platform for the pre-employment card program;
